Malware
Maybe the most important contributor to a poorly performing computer is malware.
Action 1. Revise the explanations of your anti virus and run a complete scan of your drive in Safe Mode. Resolve any unfixable problems. Note that some infections need additional steps until they may be removed; generally a web search will find specific instructions or a particular removal tool.
