Perhaps the greatest contributor to a badly performing computer is malware.
Action 1. Revise the definitions of your anti virus and run a full scan of your drive in Safe Mode. Solve any unfixable issues. Note that some infections require additional measures until they can be removed; usually a web search will locate specific directions or a special removal tool.
